What FBR POS integration actually means

For retailers within the Tier-1 definition, every sale has to be reported to FBR as it happens. The point-of-sale terminal transmits the invoice to FBR's system in real time, receives back an FBR invoice number, and prints that number together with a QR code on the customer's receipt. A customer can scan the code and verify that the sale was declared. That is the whole design: it removes the retailer's discretion over what gets reported.

Are you Tier-1?

The definition turns on objective characteristics rather than self-assessment, things like operating as a national or international chain, operating in an air-conditioned shopping mall or plaza, the size of the retail premises, and the level of electricity consumption. Wholesaler-cum-retailers and certain other categories are also brought in.

The practical point for a Lahore retailer is that a decent-sized air-conditioned shop in a mall on MM Alam Road or in a major plaza is very likely inside the definition even if the owner thinks of the business as small. Being caught and not integrated is a materially worse position than being caught and integrated, because non-compliance carries penalties, the risk of the outlet being sealed, and disallowance of a portion of input tax.

The software side

Your POS software has to support FBR integration. Most established Pakistani retail POS vendors now do, and FBR publishes the technical specification for those building their own. What we do is manage the process end to end, registering the terminals, coordinating with your vendor, and verifying that test invoices actually land in FBR's system before you rely on it in front of customers.

The failure we see most often is a retailer who was told by a vendor that the software "supports FBR" and went live without anyone verifying a single test invoice. The receipts printed a QR code that verified to nothing.

What changes at the counter

Every sale is invoiced through the integrated POS. There is no parallel manual receipt book for cash customers, that is precisely what the system exists to eliminate. Staff need to understand that a failed transmission still needs handling correctly rather than being papered over. Ten minutes of briefing at go-live prevents most of the problems that surface in month two.

The service fee on invoices

A small per-invoice service fee applies to invoices issued through the integrated system. It is a small amount per invoice, and it is worth factoring into your pricing rather than discovering it at the end of the first month.

Integration changes your monthly return too

Once the POS is live, your declared sales are no longer a number you type, they are the sum of the invoices FBR already received in real time. The monthly return has to reconcile to the integrated data, and a mismatch between POS-reported sales and the return is one of the most easily automated red flags in the system. This cuts both ways: honest retailers gain, because their declared turnover is now self-evidencing, while any parallel undeclared till becomes visible arithmetic. Our monthly filing for integrated retailers starts from the POS data download rather than the shop's own summary, so the return and the real-time record agree by construction. Customers, for their part, can verify any receipt by scanning its QR code or checking the FBR invoice number, worth telling your counter staff, because shoppers increasingly do it at the till.

Frequently asked questions

Who is a Tier-1 retailer?

The definition is based on objective characteristics, operating as a national or international chain, operating in an air-conditioned mall or plaza, the size of the retail premises, and electricity consumption levels, among others. Many mid-sized Lahore shops are inside it without realising.

What happens if I do not integrate?

Penalties, the risk of the outlet being sealed, and disallowance of a portion of your input tax adjustment. For a retailer with real input tax, that last one alone is usually more expensive than integrating.

Does my existing POS software work with FBR?

Most established Pakistani retail POS vendors support it, and FBR publishes the specification for custom systems. The important step is verifying live test invoices reach FBR before you go live, a vendor saying it is supported is not the same as it working.

How long does integration take?

Typically one to three weeks, and the variable is almost always your software vendor rather than FBR. Registration and testing are quick when the software side is ready.

Do I need sales tax registration first?

Yes. POS integration sits on top of an existing STRN. If you are not registered for sales tax, that comes first.

Is there a cost per invoice?

A small per-invoice service fee applies to invoices issued through the integrated system. It is minor per transaction but worth building into your pricing rather than meeting it as a surprise.
