FBR or the province? Get this right first

Pakistan splits sales tax between two regimes. Sales tax on goods is federal, administered by FBR under the Sales Tax Act 1990. Sales tax on services is provincial, in Punjab that means the Punjab Revenue Authority under the Punjab Sales Tax on Services Act 2012, and there are equivalent authorities in Sindh, KP and Balochistan.

So a Lahore trading company selling goods registers with FBR. A Lahore marketing agency, IT firm, restaurant or consultancy selling services registers with PRA. A business that does both needs both. Applying to the wrong authority wastes weeks, and it happens constantly because the two are colloquially both called "sales tax registration".

The three things that fail applications

Biometric verification not completed in time. After the application is submitted, the person applying has to attend a NADRA e-Sahulat centre for biometric verification within a limited window. Miss it and the application is treated as never made, and you start again. This is the single most common cause of a failed registration and it is entirely avoidable.

Premises evidence that does not hold up. FBR wants to see that the business exists at the address stated: the tenancy or ownership document, the utility bills, the meter reference, and GPS-tagged photographs. For manufacturers, photographs of the actual machinery and the industrial electricity or gas connection. A trading company registering a residential address with no supporting picture of a business operation is asking for a rejection.

Bank account in the wrong name. The maintenance certificate has to be for an account in the business name. A proprietor's personal account is frequently refused.

Post-verification: a real person may visit

FBR conducts post-registration verification, and for some applicants that means an officer attending the premises. This is not a formality to be nervous about if your business genuinely operates where you said it does. It is a problem if you registered a nominal address. Register where you actually work.

What registration commits you to

This is the part consultants skip. From the moment you are registered, you owe FBR a monthly return, every month, whether or not you traded. A nil month still requires a nil return. Miss returns and penalties accrue, and, more painfully in practice, you can find yourself suspended or blacklisted, at which point your buyers cannot claim input tax on your invoices and they stop buying from you.

You will also need to charge sales tax on your supplies, issue compliant tax invoices, maintain purchase and sale records, and manage input tax adjustment. It is a real ongoing obligation, and it is why we always ask whether you actually need to register before we register you.

Should you register voluntarily?

Sometimes yes. If your customers are registered businesses, they generally want an invoice on which they can claim input tax, and an unregistered supplier is at a commercial disadvantage. If you import, or you want to bid for government or large corporate contracts, registration is often effectively mandatory. If you sell to end consumers and buy from unregistered suppliers, voluntary registration may add compliance cost without commercial benefit. We will give you a straight view.

What a compliant sales tax invoice must show

Registration exists so you can issue tax invoices, and the invoice format is prescribed, not stylistic. A compliant invoice carries your name and STRN, the buyer's name and registration number where they are registered, a serial number and date, a description and quantity of the goods, the value exclusive of tax, the rate, and the sales tax charged as its own line. An invoice missing these particulars is not a tax invoice, which means your buyer's input claim on it can be disallowed, and they will notice when it is. We hand over an invoice template with the registration so your very first invoice survives your customer's audit as well as your own.

Active status is worth protecting

Sales tax has its own active taxpayer list, separate from the income tax ATL, and registered buyers check it before accepting a supplier's invoice, input tax on purchases from a suspended or blacklisted supplier is disallowed, so procurement departments screen for it as routine. Your status stays active by filing every month, on time, every time; it is lost through missed returns and recovered slowly. This is the practical answer to "can we just register and file when there's activity": no, because the first month a nil return is skipped is the month your registration starts drifting toward suspension, and with it every customer relationship that depends on your invoices being claimable.

Frequently asked questions

Do I register with FBR or with PRA?

FBR for goods, PRA for services rendered in Punjab. A business supplying both needs both registrations. Getting this wrong is the most common wasted application we see.

How long does sales tax registration take?

Typically three to ten working days once documents are complete, with the biggest variable being how quickly you complete biometric verification and whether FBR carries out a physical post-verification of your premises.

Is biometric verification compulsory?

Yes, and it must be done at a NADRA e-Sahulat centre within the window after the application. If the window passes, the application lapses and has to be filed again. We will tell you exactly what to carry and where to go.

Can I register a business at my home address?

It is possible but harder. FBR wants evidence that a business operates at the address, utility bills, meter reference, tenancy or ownership documents, and GPS-tagged photographs. A manufacturing registration from a residential address will not pass.

What happens after I am registered?

A monthly sales tax return becomes due, every month, including months with no activity. You must charge sales tax on taxable supplies, issue compliant invoices and keep records. It is an ongoing obligation, not a one-off certificate.

Do I have to register if my turnover is small?

Registration requirements depend on your activity and turnover, and manufacturers, importers and certain retailers face different tests from a small trader. We assess whether you fall inside the requirement rather than registering you by default.

What is an STRN?

The Sales Tax Registration Number issued by FBR. For most businesses it is now linked to your NTN, and it is the number that appears on your sales tax invoices.
