How it works

  1. 1

    Revenue mapped by province

Each invoice is allocated to the province where the service was rendered, the basis for the whole exercise.

  2. 2

    Returns prepared per authority

Each province has its own form, rates and rules. We do not copy one return into another.

  3. 3

    Withholding credited correctly

Tax withheld by clients is credited against the right authority, which is where multi-province filings most often go wrong.

  4. 4

    Filed and summarised

All returns filed before their deadlines, with one consolidated monthly summary to you.

Four provinces, four authorities, four returns

Sales tax on services is provincial, and each province has built its own authority, its own law and its own portal:

  • PRA, Punjab Revenue Authority
  • SRB, Sindh Revenue Board
  • KPRA, Khyber Pakhtunkhwa Revenue Authority
  • BRA, Balochistan Revenue Authority

They are not branches of one system. Rates differ. Service classifications differ. Deadlines differ. Input adjustment rules differ. A consultancy in Lahore serving clients in Karachi may well need registration with both PRA and SRB, and it will file two separate returns every month for as long as that continues.

The apportionment problem

The question each authority asks is where the service was rendered, and for a business whose work crosses provincial lines the answer is not always obvious. A Lahore agency running a campaign for a Karachi client. A training firm delivering a course in Peshawar. A software house in Gulberg supporting a nationwide client base from one office.

Both authorities have an interest in claiming the same revenue, and this is a well-known friction point in Pakistan's tax system. What protects you is a consistent, documented and defensible basis for allocation, applied the same way every month. What creates trouble is ad-hoc allocation that shifts depending on which return is being prepared.

Withholding across provinces

All four authorities operate withholding regimes, and large clients will withhold before paying you. The credit for that withheld tax has to be claimed against the correct authority's return. Claiming a Sindh withholding on a Punjab return does not work, leaves the credit unclaimed, and creates a shortfall on the other side, a double loss and a common one.

Is it worth registering everywhere?

Not necessarily. Registration in a province brings a permanent monthly obligation there, including nil returns in months with no work. If you did one project in Balochistan two years ago, registration may cost more in compliance than it saves. If you have recurring clients in a province, you likely need it. We would rather assess this honestly than register you in four places and bill you for four monthly returns.

One month, four portals: what the cycle looks like

A multi-province service business runs a repeating monthly loop: invoices tagged by province as they are raised; each authority's return prepared on its own portal with its own annexures; withholding certificates from clients matched to the authority they were deposited with; challans generated and paid per authority; and each return filed against its own deadline, which do not all fall on the same day. The failure mode is doing this from memory in the last week of the month. The fix is boring and effective, a province column on every invoice from day one, and a single reconciliation sheet that ties the four filings together so the totals across authorities equal the revenue in your accounts. That one sheet is also the first thing we would hand an auditor from any of the four, which is precisely why it exists.

Frequently asked questions

Do I need to register in every province I have clients in?

Not necessarily. It depends on where services are actually rendered and how regularly. Registration creates a permanent monthly filing obligation in that province, including nil returns, so it should follow real recurring activity rather than a single project.

Which province taxes a service delivered remotely?

This is genuinely contested, and both the province of the supplier and the province of the recipient may assert a claim. What protects you is a consistent, documented allocation basis applied the same way every month.

Are the rates the same in every province?

No. Each province sets its own standard and reduced rates and its own schedule of taxable services. A service that is taxable at one rate in Punjab may be classified or rated differently in Sindh.

My client withheld sales tax. Where do I claim it?

Against the return of the authority the tax was deposited with. Claiming it on the wrong province's return leaves the credit unused and creates a shortfall on the correct one.

Can one consultant handle all four authorities?

Yes, the filings are all online. What matters is that each return is prepared under that province's own rules rather than copied across, and that your apportionment is consistent between them.
