-
3
Chamber and customs
Chamber membership, then WeBOC registration which depends on it.

There is no single "import-export licence"
People ask for an import-export licence as though it is one certificate. In practice, trading internationally from Pakistan means holding a set of registrations that work together, and the phrase is shorthand for that set. What you actually need is:
- A registered business with an NTN
- Sales tax registration, for most trade categories
- Chamber of commerce membership
- WeBOC access to file goods declarations
- A business bank account that handles trade transactions
The order matters, because the later ones depend on the earlier ones. Starting at the customs end and working backwards is the most common way to waste a month.
The banking side is not optional
Cross-border trade runs through the banking system under State Bank rules. Exports are declared to the bank through an electronic form before shipment, and export proceeds have to be realised and reported within the prescribed period, an exporter who ships and then does not repatriate the proceeds on time has a regulatory problem quite separate from tax. Imports have their own documentation on the banking side.
Your bank's trade desk will walk you through the mechanics, but understand the principle: the goods movement and the money movement are matched to each other, and unmatched entries create enquiries.
Know your product's status before you commit
Not everything can be freely imported. The import policy classifies goods as freely importable, restricted, conditionally importable subject to a specific requirement, or banned. Some items need clearance from a specific regulator, food, pharmaceuticals, chemicals, telecom equipment and machinery categories are the ones that most often carry conditions.
Check this before you pay a supplier. A consignment that arrives and cannot legally be cleared is a total loss, and it happens to new importers who took a supplier's word on what could be brought in.
Exporters: the incentives are worth knowing
Pakistan operates schemes intended to support exporters, including arrangements for importing inputs used in the manufacture of exported goods. Whether any apply to you depends on your product and your process, and they carry conditions and record-keeping obligations. For a manufacturer-exporter with meaningful volume they can be significant enough to change the economics of a product line, so it is worth asking rather than assuming they are only for large operators.
Start small, learn the mechanics
The advice we give new traders is unglamorous: run one small consignment through the whole process before committing serious money. You learn the documentation, the timing, the clearing agent's real performance and where the friction is, at a scale where a mistake costs a modest amount rather than a decisive one.
HS codes: the classification decision that prices your shipment
Every traded product has a place in the Harmonized System, and the HS code you declare drives everything priced off the tariff: customs duty, sales tax at import, additional duties, regulatory duty where applicable, and whether any import condition attaches. Classification is genuinely contestable at the margins, a "part" versus an "accessory", a machine versus its components shipped together, and an assessment officer who reclassifies your goods upward is proposing a bigger bill. The disciplined approach is to establish the defensible code before the first order, with the supplier's technical literature on file, and then declare it consistently; an importer whose declared classifications wobble shipment to shipment invites exactly the scrutiny a consistent one avoids.
The tax collected at import is part of your income tax story
Importers meet withholding at the port as well as duty: advance income tax is collected on imports under section 148, and sales tax at import feeds your input claim if you are registered. The income tax collected is, for many importers, adjustable against the year's liability, meaning the port receipts belong in your annual return, not in a drawer. Commercial importers in certain categories face final taxation on the same collection instead, which changes the computation entirely. Either way, the customs paper trail and the income tax return have to tell one story; we prepare both, so they do.
