How it works

  1. 1

    Map what you actually need

A garment stitching unit, a food processing plant and a chemical works face very different approval sets. We start by identifying which regulators apply to your specific process.

  2. 2

    Legal structure and tax registration

Entity formed, NTN issued, sales tax registration filed with manufacturer status and the machinery evidence attached.

  3. 3

    Sector approvals

Factories Act registration, environmental approval, and labour registrations run in parallel rather than one after another.

  4. 4

    Operational and compliant

Registrations handed over with a compliance calendar covering the filings a factory owes month to month.

Why a factory is not just a company with machines

Registering a manufacturing business is a genuinely different exercise from registering a trading company or a consultancy, and treating it as the same thing is why so many Lahore units end up operating for a year with a live sales tax registration and no labour or environmental compliance at all. Then an inspection happens.

The corporate registration, SECP or the Registrar of Firms, is the easy part. What follows is a set of sector regulators that a service business never encounters.

Sales tax: manufacturer status is a higher bar

Registering as a manufacturer with FBR is not the same as registering as a trader. FBR looks for evidence that manufacturing actually happens at the premises: the installed machinery, an industrial electricity or gas connection, the premises documentation, and GPS-tagged photographs showing the plant. Applicants who register a warehouse or an office as a manufacturing facility get caught at post-verification, and a field officer visiting a room with no machinery is a difficult conversation.

Manufacturer status matters commercially because it changes your input tax position and, for some sectors, your eligibility for specific regimes and refunds. It is worth getting right rather than defaulting to a general trader registration.

The Factories Act and the labour department

A manufacturing premises employing workers above the statutory threshold falls under the Factories Act and must be registered with the Punjab labour department. That registration brings with it a set of obligations that are quite separate from tax: working hours, rest intervals, maintenance of the prescribed registers, safety provisions, and, for units running boilers or pressure vessels, inspection and certification under the boiler regime, which is a specific and strictly enforced area.

Alongside it sit the workforce registrations: social security contributions through PESSI for eligible workers, and EOBI for old-age benefits. These are monthly obligations with their own contribution deadlines, and arrears accumulate quietly until an inspection surfaces them.

Environmental approval

Punjab EPA regulates the environmental impact of industrial units, and the requirement scales with the process. Lower-impact operations may need an Initial Environmental Examination; processes with significant emissions, effluent or waste can require a full Environmental Impact Assessment before operations begin. Textile processing and dyeing, food processing, chemicals, plastics, tanning and metal finishing are the categories that most often need serious environmental work.

The critical planning point: environmental approval is meant to be obtained before you commence operations, and retrofitting compliance to a plant already running is far more expensive than designing for it. If you are still choosing a site or specifying equipment, this is the moment to ask the question.

Utilities and location

Industrial electricity and gas connections are their own process, with their own documentation and their own waiting times, and they are frequently the longest lead item in setting up a unit. Location matters too: operating a manufacturing process in an area zoned residential or commercial creates a problem no amount of tax compliance fixes. Lahore's industrial estates, Sundar, Quaid-e-Azam Industrial Estate, Multan Road, Ferozepur Road and the Kot Lakhpat belt, exist partly because of this.

Raw material imports

If your inputs are imported, you also need WEBOC registration to clear consignments and an import registration. Manufacturers importing raw material should also look at whether any concessionary regime applies to their inputs, the difference between paying full duty and clearing under a concession is often the entire margin on a product line.

What we would tell you before you sign the lease

Sequence matters. The cheapest version of this process is: decide the structure, confirm the site is properly zoned and can get the utility connections you need, establish the environmental requirement for your process, and then register. The expensive version is signing a lease, installing machinery, and discovering the environmental or zoning position afterwards.

Duty concessions on machinery and inputs

Manufacturers importing plant, machinery or raw materials should price the concessionary regimes before pricing the imports at full tariff. Pakistan's customs framework has long carried concessions for industrial machinery not manufactured locally, sector-specific SRO regimes for particular inputs, and schemes for manufacturer-cum-exporters that allow inputs for exported production to enter with duties suspended or deferred. Eligibility typically hangs on your registrations being right, manufacturer status with FBR, the correct WeBOC category, and in some schemes a physical survey of your installed capacity. The difference between clearing a production line's raw material at the concessionary rate and at the statutory rate is frequently the margin on the product itself, so this belongs in the feasibility spreadsheet, not in year two.

Selling to exporters and the sales tax chain

A Lahore manufacturing unit rarely sells only to end consumers, much of its output feeds other registered businesses or export supply chains, and that makes the sales tax mechanics commercial rather than clerical. Registered buyers claim input on your invoices, so your monthly filing discipline is part of your product; exporters buying from you may operate under zero-rating or refund regimes that shape what documentation they demand; and your own input tax on raw materials, packing and utilities is only recoverable if the purchase chain is invoiced and declared properly. Units that treat the sales tax file as an accounts problem lose customers over it; units that treat it as customer service keep them.

Frequently asked questions

What registrations does a factory in Lahore need?

Typically a legal entity (SECP or Registrar of Firms), FBR income tax registration, sales tax registration with manufacturer status, registration under the Factories Act with the Punjab labour department, environmental approval from Punjab EPA where the process requires it, and PESSI and EOBI for the workforce. Boilers and pressure vessels bring an additional inspection regime.

Is manufacturer sales tax registration different from a normal one?

Yes. FBR requires evidence that manufacturing genuinely occurs at the premises, installed machinery, an industrial utility connection, and GPS-tagged photographs of the plant. It affects your input tax position and your eligibility for certain regimes, so it is worth registering correctly rather than as a general trader.

Do I need environmental approval?

It depends on your process. Lower-impact units may need an Initial Environmental Examination; processes with significant emissions or effluent, textile dyeing, chemicals, food processing, tanning, metal finishing, can require a full Environmental Impact Assessment. It should be obtained before operations begin.

What is PESSI and EOBI, and do I have to register?

PESSI is Punjab's social security institution and EOBI provides old-age benefits. Both require registration and monthly contributions for eligible workers. Arrears build quietly and surface at inspection, so they are worth setting up from the start.

Can I run a manufacturing unit from a residential area?

Generally no, and it is a problem tax compliance cannot fix. Zoning determines where industrial activity is permitted, which is why Lahore's industrial estates exist. Confirm the zoning before signing a lease.

Do I need a separate licence to import raw material?

You need WEBOC registration to clear consignments through customs and to be registered as an importer. Manufacturers importing inputs should also check whether a concessionary duty regime applies to their raw materials, it can be the difference between a viable product line and an unviable one.

How long does the whole setup take?

The corporate and tax registrations take days. The sector approvals, environmental, labour, utility connections, take considerably longer and are usually the critical path. Two to four weeks for the registrations, longer where a full environmental assessment or an industrial utility connection is involved.
