How it works

  1. 1

    We check your actual record

Rather than guessing, we look at what FBR has on file for you, which years are filed, which are missing, and whether any notice is outstanding.

  2. 2

You get a plan and a price

Which years to file, in what order, what it will cost in fee and in surcharge, and what your ATL timeline looks like.

  3. 3

    Returns prepared year by year

Each year is built on its own facts and its own slab rates, with wealth statements that carry forward consistently between years.

  4. 4

    Filed, surcharge paid, ATL confirmed

We file, you pay any surcharge challan, and we confirm when your name appears on the list.

Missing the deadline is not the end of it

People assume that once 30 September passes, the year is closed and there is nothing to be done. That is not how it works. Returns for previous tax years can still be filed, and for most individuals the route back onto the Active Taxpayer List is straightforward: file the outstanding return and pay the prescribed surcharge for late filing. Your name is then restored to the list when FBR next updates it.

What you cannot do is undo the fact of being late. Filing after the due date puts you in the late-filer category, and for property transactions that category carries a withholding rate between the on-time filer rate and the non-filer rate. It is much better than being a non-filer. It is worse than having filed in September.

How many years should you file?

Not necessarily all of them. This is a judgement call and it depends on your circumstances: whether you had taxable income in those years, whether FBR has issued a notice for a specific year, whether you need a particular year on record to explain an asset in your wealth statement, and how far back the limitation period reaches for the kind of assessment that could be raised.

A person who genuinely had no taxable income for three years while studying abroad has a very different position from a trader who was earning throughout and simply did not file. We would rather give you an honest assessment than sell you seven years of filings you do not need, or file two and leave you exposed on the year that actually mattered.

The urgent case: you have a notice

If FBR has issued a notice under section 114(4) requiring you to file a return for a specified year, the situation changes. There is a deadline on that notice, and letting it expire allows the Commissioner to make a best-judgement assessment under section 121, an assessment based on FBR's estimate of your income, which is rarely generous, and which then becomes a recoverable demand. Filing the return within the notice period usually resolves the matter. Treat a 114(4) notice as time-sensitive; see notice handling.

The cost of staying off the list

It is worth being concrete about what non-filer status costs, because the fee for catching up almost always looks small beside it. Higher withholding on every cash withdrawal above the daily threshold. Roughly double tax on bank profit. Double advance tax at vehicle registration and on the annual token, every year. And, most significantly, a much higher rate of advance tax on property purchases and sales, on any substantial property transaction the difference is measured in lakhs.

Beyond rates, recent law has added outright restrictions rather than merely higher rates: certain transactions in property, vehicles and securities can be barred for a person who is not an eligible filer. Being off the list is no longer just expensive; it can stop a deal.

Lost your IRIS login?

Very common, particularly for people who registered years ago through an agent and never received the credentials. Access can be recovered, provided your registered mobile number and email are ones you still control. If the number on your FBR profile belongs to a SIM you stopped using in 2019, that has to be updated first. Tell us early, it is usually the longest step in an otherwise quick job.

Finding out exactly where you stand

Before quoting, we establish your actual position from the record rather than your memory of it. Your IRIS account shows every declaration filed against your NTN and every notice issued to you, including 114(4) notices you may never have seen because they went to an email address you stopped checking. The Active Taxpayer List shows your current status, checkable online or by sending ATL [space] CNIC to 9966. And FBR's own data, the withholding deposited against your CNIC by employers, banks and customers over the years, often tells us that a "never filed" client actually has substantial tax credits waiting in unfiled years, which changes the economics of catching up entirely. Ten minutes with the record beats an hour of estimating.

Paying the surcharge: how ATL restoration mechanically works

Restoration is a two-part act: the outstanding return goes onto IRIS, and the prescribed late-filing surcharge is paid through a PSID challan generated on the portal, producing a CPR as proof. Your name then appears when FBR next updates the published list, it is not instantaneous on payment, which matters if you are timing a property transfer. Plan the sequence backwards from the transaction date: returns filed, surcharge paid, and enough margin for the list to refresh before you sit down at the registrar's office. We track the update and confirm your status is live rather than leaving you to keep refreshing the ATL page.

Frequently asked questions

Can I still file a return for a previous year?

Yes. Previous-year returns can be filed, and for most individuals this is the standard route back onto the Active Taxpayer List. A late-filing surcharge applies.

How much is the late filing surcharge?

It is a prescribed amount that differs by taxpayer category, an individual pays less than an AOP, which pays less than a company. It is paid on a challan, separately from our fee, and we will tell you the exact figure for your case before you commit.

How long until I appear on the ATL again?

FBR updates the Active Taxpayer List on a rolling basis, so restoration follows the filing and surcharge payment rather than being instant. We track it and confirm when your name is live rather than leaving you to keep checking.

Do I have to file every year I missed?

Not always. It depends on whether you had taxable income in those years, whether a notice has been issued for a specific year, and what you need on record to support your wealth statement. We give you a year-by-year recommendation rather than a blanket answer.

What is a "late filer" and how is it different from a non-filer?

A late filer is someone who filed, but after the due date for that year. For property transactions there is a separate withholding rate for late filers, higher than an on-time filer, lower than a non-filer. It is a meaningful middle category and it is a reason to file before 30 September rather than after.

FBR has sent me a notice for a year I did not file. What should I do?

Act on it now. A section 114(4) notice carries a deadline, and if it passes the Commissioner can make a best-judgement assessment under section 121 that becomes a recoverable demand. Filing the return within the notice period usually resolves it.

Will filing old returns trigger an audit?

Bringing your record up to date is not itself a trigger. What draws attention is a return that does not reconcile with the assets you hold or the information FBR already has about you. That is an argument for filing carefully, not for staying invisible, non-filers with visible assets are a more obvious target than filers.
