How it works

  1. 1

    Opening position established

We start from last year's statement, or reconstruct a defensible opening position if there is none.

  2. 2

    Assets and liabilities listed

Everything at cost, with dates. This is slower than guessing and it is the entire point.

  3. 3

    Reconciliation built

We make the movement in your net worth agree with your declared income and expenses, and raise anything that will not reconcile with you directly.

  4. 4

    Filed with your return

The statement is submitted alongside the return, and you keep the working papers.

What the wealth statement is for

A tax return says what you earned. A wealth statement says what you own. Section 116 of the Income Tax Ordinance requires a resident individual filing a return to file one, and the purpose is not bureaucratic, it is a cross-check. FBR compares the increase in your declared net worth against the income you declared. If your wealth grew by more than your income could explain, the difference is unexplained, and unexplained accretion to wealth can be taxed as income under section 111.

That is the whole game. Everything about preparing a wealth statement properly follows from it.

Why it must reconcile

The reconciliation is simple arithmetic: what you owned last year, plus what you earned this year, minus what you spent, should equal what you own now. When it does not, one of three things is true, you understated income, you understated expenses, or the asset figures are wrong. FBR does not know which, so it asks. That question arrives as a notice, usually two years later, when you have forgotten the details and lost the paperwork.

A statement that reconciles is a statement that does not generate the question in the first place.

Assets go in at cost, not market value

This is the mistake we correct most often. A plot bought in Bahria Town for Rs. 40 lakh in 2019 goes into your wealth statement at Rs. 40 lakh, for as long as you own it, not at what it is worth today. People proudly write in the current market value, which inflates their closing wealth, breaks the reconciliation, and manufactures an unexplained increase out of nothing but pride. Cost, with the date of acquisition. Every year, the same figure.

The expenses nobody wants to declare

Personal expenditure is part of the reconciliation, and understating it is self-defeating. If you declare an income of Rs. 30 lakh and personal expenses of Rs. 4 lakh while running a household in Gulberg with children in private school, the statement does not describe a real life, and the excess "saving" has to show up as an asset, or the statement will not balance. We build the expenditure schedule from what you actually spend. It is not a confession; it is the other side of the equation.

Gifts, inheritance and family transfers

A large amount of wealth in Pakistan moves within families, a father transfers a plot, a brother sends money for a house, an inheritance is distributed. These are legitimate and generally not taxable as income, but they must appear in the reconciliation as a source, and they need evidence: a gift deed, a bank transfer through proper channels, the succession documents. A verbal family arrangement with cash changing hands is exactly the transaction that cannot be substantiated three years later. If you are receiving something significant this year, document it this year.

If your statement already does not reconcile

Come and talk about it before FBR does. There is usually more room to correct a position, revise a statement, or explain a genuine gap while it is still your initiative. Once a section 122 amendment notice has been issued, the same facts are harder to present and the process is adversarial. We would rather do the work now.

What the reconciliation actually contains

The wealth reconciliation statement is a short schedule with a fixed logic, and seeing its shape demystifies it. On one side sit your sources: declared income from every head, exempt income, foreign remittances received through banking channels, gifts and inheritances, loans taken, and asset sale proceeds. On the other side sit your applications: personal and household expenditure, taxes paid, gifts given, loans repaid, and assets acquired. Opening net wealth plus sources, minus applications, must equal closing net wealth, to the rupee. Every entry should trace to something: a salary certificate, a bank credit, a gift deed, a sale agreement. When we prepare the statement we build this schedule first and let the declared figures fall out of it, rather than filling boxes and hoping the arithmetic closes.

Assets in other people's names

A word on a common Lahore arrangement: property or vehicles bought in the name of a spouse, parent or sibling while the money came from you. Tax law looks through the name on the title to the person who provided the consideration, and benami arrangements have carried serious legal consequences since the benami legislation took effect. Where a family purchase is genuine, a husband funding a house registered to his wife, say, the funding should be shown in your reconciliation and the asset declared consistently, with the relationship documented. What creates danger is the asset nobody declares because each person assumes it belongs, for tax purposes, to someone else. If any of your family's holdings are in this pattern, raise it with us before a notice does.

Frequently asked questions

Who has to file a wealth statement?

Resident individuals filing an income tax return are required to file one under section 116, and in practice IRIS will not accept a complete individual return without it. Non-residents are in a different position, we advise per case.

Do I record my property at market value?

No, at cost, with the acquisition date, and the same figure carries forward every year for as long as you own it. Using market value inflates your closing wealth and breaks the reconciliation, which is what creates enquiries.

What happens if my wealth statement does not reconcile?

The unexplained increase can be treated as income under section 111 and taxed, usually arriving as a section 122 amendment notice. That is why the reconciliation matters more than the presentation.

Do I have to declare gold and jewellery?

Yes, as an asset at cost. Family jewellery acquired long ago is often the hardest item to evidence, which is a good reason to record it consistently from the first statement you file.

My father gifted me a plot. How is that treated?

A genuine gift from a close relative is generally not taxable as your income, but it must appear in the reconciliation as the source of the asset, supported by a gift deed and, where money is involved, a banking trail. Undocumented family transfers are the single most common reconciliation problem we see.

Can I revise a wealth statement I already filed?

Revision is possible within the limits the Ordinance allows, and it is much easier to do before a notice is issued than after. If you know last year's statement was wrong, raise it now.

Do I need to declare foreign assets?

A resident individual must declare foreign assets and foreign bank accounts. Pakistan receives account information from many jurisdictions under international exchange arrangements, so undeclared foreign accounts are considerably less invisible than people assume.
