How it works

  1. 1

    We find the deductions

Your FBR record shows much of what was withheld against you. We reconcile that against your own certificates and statements, because neither source is complete on its own.

  2. 2

    The claim is quantified

You see the refund figure and what it is made up of before we file anything.

  3. 3

    Claimed on the return

The credits go on the return with the evidence attached, a claim without supporting certificates is a claim that gets queried.

  4. 4

    Followed up

Refunds are processed by FBR on their own timetable. We pursue it and tell you where it stands.

Where the money went

Tax is deducted from an ordinary Pakistani at a startling number of points during a year. Salary. Profit on bank deposits. Cash withdrawals, if you were off the ATL. Mobile top-ups and utility bills. Vehicle registration and the annual token. Advance tax at the sub-registrar's office when property changes hands. School fees above the threshold. Almost none of it is final tax for a salaried individual, most of it is advance tax, a payment on account against the liability you compute at year end.

If your total liability is less than what was deducted, the excess is yours to reclaim. If you never file, it simply stays with the government.

Who typically has a refund

Some patterns come up repeatedly:

  • People who changed jobs mid-year. Two employers each applying the slab rates to their own portion of the year frequently over-deduct in aggregate.
  • People who worked part of the year, joined late, resigned early, took unpaid leave, or went abroad partway through.
  • Anyone who was a non-filer for part of the year and paid the elevated withholding rates on cash withdrawals, vehicle token and bank profit before getting onto the ATL.
  • Small service businesses and consultants whose customers deducted at the section 153 services rate on every invoice, which for a low-margin operation often exceeds the annual liability outright.
  • Property sellers where advance tax collected at transfer exceeded the tax actually due on the gain.

The evidence problem

A refund claim is only as good as the certificates behind it. FBR's own record captures a great deal of what has been deducted against your CNIC, but it is not complete and it is not always current, so we work from both directions, the FBR record and the documents you hold. Where a customer has deducted but not deposited, or has deposited against the wrong number, that has to be found and chased with the customer, because FBR will not give credit for tax it never received.

Ask your bank for the annual withholding certificate. Ask your significant customers for their section 153 certificates. Keep the property challans. These are ordinary requests and most institutions handle them routinely.

How long a refund takes, honestly

Longer than anyone would like. Claiming the credit on the return is quick; FBR issuing the money is not, and larger claims attract more scrutiny than small ones. We will tell you at the outset whether a claim is likely to be settled through adjustment against a future liability rather than paid out, because for many clients adjustment is both faster and less painful. What we will not do is promise you a date FBR has not given us.

When it is not worth it

Sometimes the refund is small and the effort of assembling certificates from six institutions exceeds the value. We will say so. The credits still go on your return either way, that costs nothing extra, but we will not encourage you to open a formal refund pursuit for an amount that does not justify it.

The section 170 application and what follows

Claiming credits on the return is step one; where a net refund results, the formal claim is an application under section 170, filed within the prescribed time and supported by the evidence of deduction. The Commissioner is required to process it and either issue the refund or explain why not, and an unjustified refusal or silence is itself challengeable. In practice the sequence that works is: a clean return with every credit evidenced, a prompt 170 application, and steady follow-up with the relevant RTO, refunds move for taxpayers whose files make the verification easy. Where FBR offers adjustment against your next year's liability instead of payment, we tell you honestly whether taking it is better than waiting, because it usually is.

Seeing what FBR already holds against your CNIC

You do not have to reconstruct your withholding history from shoeboxes alone. FBR's records show tax deposited against your CNIC by withholding agents, employers under section 149, banks on profit and cash withdrawals, customers under section 153, telecom operators, and the registration authorities on property and vehicles. We pull this view and reconcile it against your own certificates, because the two rarely agree perfectly: an employer that deducted but misreported your CNIC, or a bank certificate that never made it into the system, is found exactly here. Every reconciled rupee becomes a claimable credit; every unreconciled one becomes a query to the withholding agent while the trail is still warm.

Frequently asked questions

How do I know if I am owed a refund?

Compare the total tax withheld from you during the year against your actual computed liability. If the withholding is higher, the excess is refundable. Most people have never done this comparison, which is why refunds go unclaimed.

How long does FBR take to pay a refund?

There is no reliable published timeline, and in practice it varies by tax office and by the size of the claim. Small refunds are often settled by adjustment against the following year's liability, which is usually quicker than waiting for a payment.

Can I claim a refund for previous years?

A refund claim relates to a filed return for that year, and time limits apply. If the return for the year was never filed, that has to be dealt with first, see late and previous-year returns.

Is tax on my mobile bill claimable?

Advance tax collected on telephone and internet services is generally adjustable against your liability, so yes, it goes on the return. The amounts are small individually but a year of bills is not nothing, and it costs you nothing to claim it.

My customer deducted tax but I have no certificate. What now?

Ask them for it, issuing withholding certificates is their legal obligation, not a favour. If they deducted but never deposited, credit will not be available to you and the matter has to be pursued with them, which is a good reason to check your FBR record rather than assume.

Does claiming a refund increase my chance of being audited?

A well-evidenced claim is a normal part of filing. What attracts scrutiny is a large claim with thin supporting documentation. We would rather submit a smaller, fully supported claim than an aggressive one you cannot back up.
